COMMITTEE MEETING MINUTES
October 4, 2011
The Finance, Recreation, Service, Engineering and Gorman Farm Committee met at 6:00 pm on October 4, 2011. Present during all or portions of the remained of the meeting were Jack Cameron, Dave Nichols, James Jeffers, George Snyder, Jim Bothe, Chief Cruse, and Councilmembers Smiley Robertson, Vonderhaar,, and Schaefer.
I. Finance Reports
George Snyder presented the financial reports.. The projected unencumbered balance without the TIF has been raised to $13,832,214. The actual tax receipts now are about $640,000 ahead of 2010. We are currently showing a cash surplus of $645,687.49 excluding the Evendale Commons TIF.
Evendale Common TIF issue – George presented a proposed supplemental appropriation within the TIF, to cover the new part-time fire clerk, and certain health insurance costs.
CindyVaske presented a proposed opposing the state taking over the tax collection and administration functions of local governments. The concern about Ohio businesses having to file multiple returns has been addressed in the Ohio Business Gateway. Councilmembers Schaefer and Smiley-Robertson made several suggestions to make the resolution stronger. Councilmember Vonderhaar presented suggested resolutions from the Ohio Municipal League. The committee suggested that Ms. Vaske work with the Village Solicitor to finalize the proposed resolution for consideration at the next council meeting.
II. Administration
Chief Cruse indicated that a vacancy has occurred within the ranks of the Fire Department and the process to fill that vacancy has begun.
Jack Cameron reported that the zoning review task committee has completed work on the commercial and office use district. The next meeting, scheduled for 2:00pm on October 24, 2011 will discuss the General Industrial District.
The Waste Collection bid is up for renewal unless the Village opts to take the two option years. The committee recommends that the option years be exercised.
Jack Cameron also mentioned that bids proposals are being accepted for the employee benefits for next year.
III. Engineering/Service
Carolyn Duffy presented a proposal to install a cul-de-sac at the end of Plateau Place. Currently there is no way for car or service vehicles to turn around at the end of the street. The cul-de-sac will not only serve Mrs. Duffy, but will serve all residents in the area as well as the service department which must back out of Plateau Place during snow removal and yard waste collections. The committee unanimously agreed to ask George to insert the amount for this improvement in next year’s budget.
The Margate project is scheduled to begin in a shortly and be completed by the beginning of November. The completion of the Glendale Milford has begun and should be completed in the same time frame as the Margate project. The Lighting project should be completed in advance of the Halloween Festival. Additionally the Srvice Department removed the concrete obstruction at the old Rinks right in, right out and will replace a crushed pipe and headwall on Wyscarver Drive.
To make certain that minor street repairs are completed in a timely fashion, James and Jim Bothe are going to tour the Village in March and August of each year. Repairs that need engineering will be the responsibility of the Village Engineer. Those not needing engineering drawings will be the responsibility of the Service Department.
IV. Gorman Farm
Sandra Murphy submitted a monthly report to the committee and appeared in person. The second day of the Sunflower Festival was successful. The first day, due to cold wet weather, was not well attended. Approximately $13,000 was raised. The Committee will meet at 7:00 on November 1, 2011 to examine the five year plan.
V. Recreation
Dave Nichols appeared and the committee recommended that a proclamation be issued and the Recreation Department to be recognized for the award she received from the National Association of Youth Sports. Additionally, Dave mentioned that a RFP had been issued for the Pool and Fitness Center Management/Operations. Dave mentioned that an On-line sports website is configured as a Purchasing Co-op. The committee was concerned that exclusive use of the co-op may limit purchases from local vendors and the variety of sources of Recreation Supplies. The committee recommended that the Recreation Department consider the Co-op in purchasing decisions, but not use it exclusively. The co-op is through U.S. Communities, a nonprofit governmental purchasing cooperative. In addition,
consideration is being given concerning a no smoking ordinance around our sport fields locations.
Finally, Councilmember Vonderhaar reminded everyone that the Town Meeting is scheduled for November 13, 20011. Councilmember Vonderhaar would like to feature some of the Awards received by Evendale Recreation coaches and staff.
